Electric City [21 Jul 08\3:00pm]
Introduction;
Electric City takes its name from the series of five hydroelectric dams that stitch together the metropolis halved by Central River. Before the dams were built in the early twentieth century Electric City in its infancy was once cloaked in a perpetual mist due to the series of water falls, now converted to reservoirs by the dams. Because the metropolis easily bests Chicago for the title of windiest city and is no stranger to hurricane force winds it has more recently become home to one of the most ambitious wind farm projects in the country located several miles outside of city limits.

Almost one-fifth of the population of Electric City lives below the poverty line in addition to a large homeless population. Good paying jobs are scarce, the crime rate is unusually high and meth labs are easily spotted in its poorest neighborhoods by their melted polyester curtains and tin-foiled windows. Desperate people are a dime a dozen. Some turn to petty crime, while others claim they're called to a higher purpose. The mob, the psychos and the wannabes have no problem finding lackeys eager to follow them.

♦ Electric City boasts an extensive light rail system that connects Old and New Town together, some of the tracks even run over a few of the dams making the ride a popular scenic tourist attraction.

♦ Has an extensive Irish Heritage and hosts the largest St. Patrick's Day Celebration outside of Boston, in addition to An Ri Rah which is a Irish cultural celebration that takes place in the summer.


Locations;

Old Town
The heart of Electric City, it's laid out in a perfect grid back when the city was originally constructed in the mid-nineteenth century. The structures here are older and rarely reach above five stories in height. Most of the buildings are historical landmarks and because of this it is frequently used by movie studios to shoot period pictures of the early to mid nineteenth century. Some call it picturesque. Old Town is a favorite for the organized crime rings that plague Electric City who favor it's aged charm.
University of Electric City
Located in Old Town, UEC is a highly affluent private academic institution. The university is organized into seven undergraduate colleges and seven graduate divisions, each defining its own academic programs in near autonomy. The student body consists of over 13,000 undergraduate and 6,000 graduate students from all fifty states and one hundred twenty-two countries.

Everyday Care Child Development Center
Located in Old Town, ECCDC (the 'CDC' part is a new addition to the name) has been caring for children ages 1 to 5 years old for almost a decade. The daycare center (that never admits to be one) promises a friendly and dedicated staff, reasonable fees, and more importantly: happy and safe children. Despite these and the center's newly repainted and refurnished facilities, it remains a difficulty to inspire an increase from their dwindling student population. Most of its parent customers come from referrals. The center shares the ground floor of an old commercial building with Electric Cafe.

Electric Cafe
Located in Old Town, Electric Cafe has been around for a long long time. A sharp contrast to the brighter and colorful daycare center besides it, the dimly lit and dull brown cafe has never gone through any much changes. The jazz vinyl records decorating its brick walls from day one are still hanging there. The cafe caters primarily to an old laidback crowd although it also attracts New Town kids who want to get an authentic bohemian feel, or just a taste of its trademark roasts. The cafe's newspaper rack hasn't been updated since Walt Manchester's death.


New Town
The modern half of Electric City's downtown composed of sky scrapers, nightclubs, and a near constant bustling of Electric City. Old Town and New Town are almost perfectly divided by Central River. Looking from one half to the other it's hard not to get the impression that you're looking through time into another world.
River State University
Located in New Town, RSU is a public university, sometimes looked down upon as a glorified community college by Electric City's upper class. The University does offer excellent vocational programs in the areas of Health Sciences, Business, Technology and General Education. It also has the better football team. One of the local jokes goes, "How can you tell a doctor from a nurse?" The answer being, "The nurse is an RSU football fan."

Electric City General Hospital
Located in New Town, this glass- and steel-front building seems more suited to be a high-powered law firm than a hospital. While new and clean, kept updated by donations from the City's small but privileged elite, EC General is sterile and unwelcoming, efficient but impersonal.

Blood Bite Incorporated
Located in New Town, this multi-million dollar company recently opened its new branch headquarters in Electric City with the construction of one of the city's largest skyscrapers. Designed as a giant building of glass, it reflects the sunlight during the day and emits an eerie iridescent array of colors at night. Only its heighest floor is blacked out from the sun, supporting tabloid rumors that Seth Sunnington, the company's president and CEO, is a blood-sucking creature of the night. Blood Bite Incorporated currently runs product lines in the fields of: clothing, cosmetics, makeup, music, literature, and lingerie; all with a gothic feel to it. During the month of October, all employees are required to dress in vampiric and ghoulish attire.

The Electric City Times
Recently relocated to a brand new headquarters in New Town, The EC Times is the city's oldest and most reputable daily news publication. The paper's offices occupy two floors in the new Harrows Building. The first floor is home to the News Room, an almost completely open space, filled with individual desks ringing a free-standing conference room. The outer walls and the conference room walls are made of floor-to-ceiling reinforced glass, giving the floors occupants a view out to the city around them. The second floor is reserved for editors' offices, including Editor-in-Chief, Miles Palmer. Space is also reserved in the basement of the Harrows Building as dark rooms for the paper's photographers.

Elysian Fields
Located in Old Town, this upscale male escort agency is ran out of the left half of a converted dance studio that was once noteworthy in the 1950s. Owned and operated by Luther Fox, this business caters to both male and female clientele. This is not your run-of-the-mill escort agency, however. Payments are due upfront and in full, and both employees and clients are entitled to confidentiality contracts. Expensive and elite, this agency is more than willing to suit your needs (be it a dinner date, red carpet arm candy, or evening of temptation) so long as your pocketbook isn't too light.


North End
Electric City's aging warehouse district. This is the bad part of town that even the cops don't like going to. It's the playground for Hellions and other criminals who fancy that they've conquered a small patch of the city. In a way, they're right.
The Rusty Nail
Located on the fringe of North End and Old Town, The Rusty Nail is a popular hole-in-the-wall pub among laid off dam employees. With no particular theme or decor, the bar is set up saloon style with a few card tables, a torn-up pool table, and crooked chronological pictures of various reconstructions of the Electric City dams. Smoking is always permitted. Tipping is appreciated.

Ruby's Cafe
One of the last Mom and Pop diners in existance. Ruby's Cafe is popular for being inexpensive, decent and most of all quick. During the mornings and afternoons especially Sunday afternoons, the place is packed with the elderly living on fixed incomes treating themselves to a good meal. At nights the place is packed with cops, who get extra special treatment and free coffee. A wise move considering the diner's location. Not even the Hellions go near it.


Allentown
Allentown; A beautiful, peaceful suburb 3 hours outside of Electric City. Allentown is the City's exact opposite: The population is made up of families on the higher economic scale and there is very little crime. Electric City, though the closest metropolitan area, is still quiet exotic to most people growing up in the quiet town.

Worthwright's
Worthwright's- The big chain pharmacy most prominent in Electric City. Most stores are 24-hour service, complete with drive-thru pharmacies in some of the nicer buildings. The city is peppered with the convenience store- you can hardly walk for ten minutes before happening upon one, no matter what part of the city you're in.

The Dreamlands
Introduction;
The Dreamlands are a vast, alternate reality that can be entered through dreams, similar to astral projection or lucid dreaming. Dreamers from the real world experience what starts out as a normal dream but find a set of seventy-seven marble stairs leading down. The stairs are can be difficult to find, but the observant will find them just slightly out of place. The stairs lead into an empty stone cavern which house the remains of two cloaked, giant winged creatures. From the cavern a set of seven hundred stairs descend further down, gradually changing from stone to wood. The end of the stairway leads from a large opening of a tree and into a forrest.

From here the dream becomes extremely lucid. Those who dream in black and white will now see in color. While dreamers start out with nothing, not even clothing, they have the ability to "dream" up simple clothing and non-mechanical items.

♦ The level of technology in the Dreamlands is equivalent to early 1600s Europe.

♦ Time passes differently in the Dreamlands. You can go to sleep and end up spending hours, days, weeks or even months in the Dreamlands before waking up. Also you could end up in the Dreamlands during the day or night, despite the time you fall asleep in the real world.

♦ Going back up the stairs will result in your character waking up. Your character can will themselves to wake up... sometimes it doesn't work.

♦ You do have to eat and sleep in the Dreamlands if you spend an extended amount of time there. Dreaming in the Dreamlands-- for now-- is exactly like dreaming anywhere else.


Locations;

The West
The most well-known region of the Dreamlands and is probably the most inhabited as well. It is where dreamers emerge from the Steps of Deeper Slumber.

The Underworld
A subterranean region that runs beneath the whole of the Dreamlands. It is similar to conventional descriptions of Hades, which some areas being much more dangerous to enter than others.

The Moon
Parallel to that of the Waking World, it is inhabited, though not somewhere anyone would recommend visiting. Interestingly, it is possible for a ship to sail off the edge of the Dreamlands and travel through space to the moon and to other stars. Some of the stars will take you to the Dreamlands of other planets, while other stars are actually the sleeping minds of other Dreamers.

The Butcher
→ The city's very first super villain, it took at least four masked vigilantes to bring him down, including Johnny Outlaw
→ Known for hacking specific limbs from his victims who were all young blonde women in their early twenties
→ Weighing well over five hundred pounds and above seven feet tall, his strength level is still beyond his impressive size
→ His right hand and wrist have been replaced with a giant meat cleaver
→ Currently kept fully sedated and locked away in a maximum security prison which is has managed to escape from twice
→ Debate has raged over what to do with him and whether to amputate his right arm
→ Lawyers for the defendant argue that because he is not mentally sound he should not be placed in jail
→ A judge ruled that for public safety, The Butcher would continue to be held in prison

Hellions
→ A motorcycle gang of lost boys with a penchant for destruction, between the ages of sixteen and twenty-four
→ Do not appear to have a specific leader, which has made it almost impossible to dissolve the group
→ Their modus operandi typically includes arson, major property damage, vandalism, and robbery

The Inventor
→ The only people who factually know s/he exists are the vigilantes s/he supplies with high tech gadgets
→ There are suspicions of some sort of high tech supplier, however
→ only five years ago most vigilantes were barely outfitted with more than guns, knives and baseball bats
→ Almost nothing is known about him/her; gender, motivation, identity, age, nadda!
→ S/he gives each client a special drop off point, specific to their civilian identities which s/he knows
→ Chooses his/her clients carefully but without any real patterns, some are experienced while others are first timers

Johnny Outlaw - DECEASED

Character Creation;
Q: Can my character have a backstory regarding persons/organizations from the Who's Who page?

A: YES. Please do. Those are specifically there to tie characters more closely to specific plot points. If you're interested your character having a connection to anyone listed, please send the mod a PM for more details and sekrit ebil stuff. Your character doesn't have to have a connection to be involved in the plot, but it will help personalize things a little.


Q: I'm applying for a civilian and on the application you have an alter ego section. Ummm...?

A: I didn't realize playing civilians would be so popular! Just fill out the sections that apply to your character and ignore the parts that don't. Use your best judgement, or just fill the blank sections with really snarky comments and you'll probably get bonus points if you make me laugh. But if you make me laugh and I'm drinking a glass of milk or something and spit it out all over the screen, then that would be less good.


Q: Does my character have to have a secret identity?

A: Yes. Vigilantism is very illegal. If your character does not keep their true identity secret they will go to jail. And if you were any good at your job, jail would be a very bad place for you to be. The only exception is if they're their vigilante persona all the time, but that might be a little exhausting and/or lonely.


Q: Can my character work with law enforcement?

A: Not really. Sure, some of the cops might think you're doing the community a service but some will think you're a danger to yourself and others. Many of the cops will just be pissed that you're taking down the crooks that help pad their salary. Few heroes have full fledged police contacts. What cop wants to risk loosing their job for a weirdo in a mask?


Q: Could my character be a cop as a day job, though?

A: Your character could be a ballerina as a day job if you wanted. Or a janitor! Or some homeless guy who's drunk half the time when he's out beating shop lifting teenagers. That's really up to you!



Electric City;
Q: How can one city support so many vigilantes?

A: It's huge. It's corrupt. It's crime infested. Maybe the real question should be why aren't there more? Your character can't patrol all the streets all the time. They also have to sleep sometime, even if this is a full time gig for them. For most heros it's not, especially if they want to keep some semblance of a normal life on the side.


Q: Is RSU really a bad school or something?

A: Actually, no. It isn't one of the best schools in the country like UEC, but your character can get a fine education without being rich or in student loan debt for the rest of their life. The disparaging remarks about RSU are mostly due to snobbery. There's a bitter rivalry between the two not just because they're close in proximity, but because wealth plays such a huge factor in who goes where.


Q: I would like to add a location to the city. How did I do that?

A: If your character owns a business, is affiliated with some other location for whatever reason or there's just something you'd like to add, just comment on the Electric City page with the name and brief description.



Out of Character;
Q: Can I wait to make a character journal until after my application is accepted?

A: Yes. Although it is easier for me as a mod to simply accept journals and maintain community information as soon as I receive an application, I completely understand some of you may want to wait until you get the OK first. Make sure that when you comment with your application to let me know the journal name you're applying with is not the journal you're going to be using for your character.


Q: How do NPCs work?

A: Anyone can make an NPC but you must run it by the moderator first. There is a special section on the application if you want to start out with some NPCs, but you can create them at anytime during the course of the game. There are two types of NPCs;

The first kind are plot NPCs. These are great for characters you want to make for a short, specific plot purposes who can be disposed of or forgotten about when you're done with them.

The second kind of NPCs are relationship fillers, great for filling in mundane roles like your character's relatives, coworkers, etc. Keep in mind these can be used by the mod in anyway I see fit if I want to torment, abuse, irk or otherwise depress your character. You do not have make these filler roles into full fledged NPCs if you don't want to but the option is available.

Sometimes, people get very attached to NPCs, or the role of the NPC grows out of their original plot or filler function. NPCs can develop into player characters, but this must be approved by and discussed with the moderator first.


Q: Can I challenge a hold on a PB?

A. No. Just pick someone else.


Q: How do journals work?

Your character's personal journal can be used for small lever, in character communication such as e-mails, notes on scraps of paper, etc. It does not make sense IC for there to exist some sort of mass journal or network that vigilantes, bad guys and the good people of the city who want to put both behind bars to use. The police would find you and that would be bad. In the subject line of the journal please indicate who the communication is intended for and the medium that's being used.

This is an original, low-powered vigilante game. With that in mind, the rules while straight forward are also subjective. Should the moderator determine your character does not meet the criteria you will be given a chance to either justify or revise the concept. Whiners, complainers and assholes will be lit on fire and fed to a pack of rabid miniature dachshunds.

♦ BE ORIGINAL. Yes, there are thousands of characters in comics and literature out there. Being fully, one hundred percent original might be next to impossible. However, your character should not be an obvious knock off. Characters with dynamic backgrounds and personalities will be given the benefit of the doubt. Also, any type of background is fine whether your character is an alien, lab accident freak or just a pissed off dude with weapons. The goal is to make an interesting character who will fit into a noir setting where they're wanted just as badly as the thugs they face off.

♦ BE LOW-POWERED. Can your character have gadgets? Yes. Can your character have super powers? Yes. Can your character have martial arts skills? Sure. Can your character be as awesome as Batman? No.** It's fine to have your character depend on a combination of devices to do their job, but if the combination or expertise is tipped a little too much in their favor, you may be asked to tone it down or add limitations to balance them out. Limitations can include faulty equipment, old age, etc. The rule of thumb is if your character sounds like they could go toe to toe with a major comic book character like Batman or Superman, then you need to find a way to make it harder on them.

This is game is also a community. Please keep in mind that if someone does something in character, it should not be taken personally out of character. If you have a problem with another player, keep it out of the game's community. If you are found to be antagonizing other players within the community of the game, not only will every one think you're annoying and an asshole but you may also be kicked out if your actions reach levels of epic stupidity.

♦ Also keep in mind this is a mature game with a gritty noir setting. Scenes may include graphic depictions of sex or violence. It is courteous to put these scenes in a cut tag with an appropriate warning, however the mod is not responsible if looking at the game gets you in trouble at work or with your parents/guardians.

♦ Despite being a mature game, if your idea of role play is constant thinly veiled cybersex you may be asked to leave. If your idea of role play is to glorify or encourage sexual violence (which includes but is not limited to rape and pedophilia) you may be asked to leave. Use common sense. If you are unsure either ask the mod or just don't do it.

♦ Also, please be activish. Generous activity checks may be done occasionally to make sure everyone is participating.

STORY [15 Jul 08\10:58am]
The north end of Electric City has an unmistakable stench. Not quite wet garbage, not quite dead skunk; just something in between. The whole mess couldda been avoided but city planners ignored protests from the local university's tree hugging faculty. Who knew a paper mill several miles outside of town would be a bad thing? Certainly nobody that mattered. Some rich guy gets his mill, some politician gets to pad his election coffers and Electric City gets its stink.

The north end doesn't smell so bad all the time. Mostly just in the summer and the winter, and mostly just at night. But when you drive North 22nd at one in the morning during the middle of August with your windows rolled down its hard not to think, "Ah! The smell of Electric City!"

Don't go out on the streets at night. Just don't. Not even the cops like doing it. You got the punks and the psychos in North End, the mob in Old Town and the law in New Town. Guess it isn't surprising that a bunch of amateurs stepped up to clean the mess. Not that some of those masked weirdos tip toeing around at night are much better; a bunch of crazy, thrill seeking mother fuckers. What's going to stop them from going corrupt? Their arbitrary moral code? A made up sense of honor?

Look. Electric City ain't so bad. It has a lot of nice things. As many nice things as it has bad things. Every major city has to deal with corruption, right? With crime? Just keep your head down and your nose clean. Don't bother no one. You'll do fine.

You live here long enough and even the stink becomes endearing.
